ATTN: United States Army Corps of Engineers

Today, in solidarity with the hundreds of other demonstrators across the country, as well as the water protectors on the ground in Minnesota that have been fighting Enbridge’s Line 3 for months, we formally request that the Army Corps of Engineers perform an Environmental Impact Statement on the Line 3 pipeline and encourage the Biden administration to revoke all federal permits allowing the pipeline’s operation. 

According to the Environmental Protection Agency, the Army Corps of Engineers should prepare an Environmental Impact Statement if a proposed federal project will “significantly affect the quality of the human environment.” It is clear that Line 3 is doing so. 

Environmentally, there is no way that Enbridge’s Line 3 would pass a federal climate test. The Line 3 expansion is estimated to add 193 million tons of carbon dioxide to the atmosphere annually. A federal EIS would examine a spill assessment of Lake Superior, an important aspect that the state environmental assessment ignored. The Enbridge corporation has a nasty history of disastrous pipelines. They were responsible for more than 800 oil spills between 1999 and 2010 and also claim the title of largest inland oil spill in U.S. history.  

Importantly, the environmental assessment done by Minnesota did not examine indigenous treaty rights. The Anishinaabeg and Ojibwe people are egregiously targeted by Line 3. The pipeline corridor directly threatens the Ojibwe nation’s sacred wild rice beds, as well as the freshwater bodies surrounding the area. Enbridge violated the 1855 treaty territory established to protect hunting, fishing, rice and cultural areas of the Anishanaabeg. 

The potential for Line 3 to disastrously impact the water resources along the corridor is scarily high. The dewatering process has allowed for thousands of gallons of groundwater to be pumped during construction. Considering the pipeline corridor touches upon over 200 bodies of freshwater large and small, the looming threat of oil spills and leaks means that the water security of the region will be threatened every day that Line 3 is in operation.

Please complete a full federal Environmental Impact Statement on Enbridge’s Line 3 pipeline.

The Trump Administration chose not to complete an Environmental Impact Report on Enbridge’s Line 3 pipeline. The Biden Administration elected to do the same. It’s time we demand an EIS on Line 3 and show just how environmentally impactful (and disastrous) this pipeline project is. 

WICC protested in front of Thomas Paine Park on the LES on Tuesday, December 14th from 12:00 PM to 2:00 PM.
